How the levels connect
A higher-level context can only exist when every lower level under it has both (a) registered its own context and (b) agreed to send elected representatives to write the higher one. A missing lower level locks the higher one. Power flows upward as language, not as money.
- National context - requires all 50 state contexts registered and in agreement
- State context - requires all county contexts registered and in agreement
- County context - requires the city and town contexts inside it
- City or town context - the foundation; requires only its own people
