The rule of levels

A context for a higher level can only be registered when every lower level under it has (a) a registered context and (b) recorded agreement to send elected representatives to the higher table. If even one lower level is missing or objects, the higher level stays locked. No exceptions.

Example: a state context requires all counties in that state registered and agreeing. A county context requires its cities and towns. A city or town context is the foundation - it needs only its own people.

How many lower-level places are under you? (counties in your state, towns in your county; 0 if none)

Your community context (how you want your lives to be: socially, economically, environmentally, near and far term)

Signatures gathered (people who took part in writing)

Record agreement (lower levels send representatives up)

A lower level records agreement when it votes to send elected representatives to write the next context up. Without this record, the higher level stays locked.
